WASHINGTON, D.C.—Congressman Pat Harrigan (NC-10) released the following statement after cosponsoring H.R. 38, the Constitutional Concealed Carry Reciprocity Act, which ensures law-abiding Americans can exercise their Second Amendment rights across state lines:
“The right to self-defense is fundamental and doesn’t stop at a state line,” said Congressman Pat Harrigan. “This legislation dismantles the unnecessary barriers that punish responsible gun owners and ensures no American is forced to leave their constitutional rights at the border of their state. This is about protecting lives and defending the freedoms guaranteed by our Constitution.”
H.R. 38 creates a uniform framework for concealed carry reciprocity by amending Title 18 of the United States Code. It allows individuals with valid concealed carry permits to carry firearms in any state that permits concealed carry, provided they follow the laws of that state. The legislation also ensures residents of Constitutional carry states can exercise their rights across state lines without requiring a permit.
“This bill is more than just legislation—it’s a promise to every law-abiding citizen that their safety and their rights will not be compromised,” said Congressman Pat Harrigan. “House Republicans must act to advance this critical measure, and I am hopeful our leadership will bring it to the floor soon so we can deliver on that promise and protect millions of Americans.”
