Congressman Harrigan Statement on House Passage of the Illegitimate Court Counteraction Act

WASHINGTON, D.C.—Congressman Pat Harrigan (NC-10) released the following statement after the House passed H.R. 23, the Illegitimate Court Counteraction Act, which imposes sanctions on individuals aiding the International Criminal Court’s (ICC) rogue actions against U.S. citizens, servicemembers, and allies:
“The ICC has become a politically driven, illegitimate court that has no authority over the United States or our allies,” said Congressman Pat Harrigan. “Its attempts to target Israeli Prime Minister Benjamin Netanyahu represent a dangerous overreach and an attack on the sovereignty of nations that reject its jurisdiction. We may not recognize the ICC, but they will recognize the consequences of targeting America or its allies."
This legislation restores the sanctions removed by the Biden-Harris administration, which signaled weakness to the world. It imposes visa restrictions and financial penalties on ICC officials and their enablers, cutting off any U.S. taxpayer funding for this rogue court. If left unchecked, the ICC’s leftist agenda will inevitably set its sights on our military leaders and troops. That cannot and will not happen.
“Today’s vote reaffirms the House’s commitment to defending our allies and putting America first,” said Congressman Pat Harrigan. “With the Trump administration ahead, we are making it clear that rogue actors like the ICC will be held accountable. The Senate must act swiftly to send this legislation to the president’s desk.”
