WASHINGTON, D.C.—Today, Congressman Pat Harrigan (NC-10) voted to pass H.R. 28, the Protection of Women and Girls in Sports Act of 2025, out of the House of Representatives. This legislation ensures fairness in women’s athletics by clarifying that Title IX compliance in sports is based solely on biological sex at birth, preserving a level playing field for female athletes nationwide.
“Women’s sports were created to ensure fairness, yet today we see that principle being thrown aside,” said Congressman Harrigan. “As the father of two girls, I won’t stand by while those opportunities are erased. Allowing biological males to compete against women not only undermines the integrity of competition but also erases the opportunities women have fought so hard to earn. I voted for this bill because protecting fairness in sports is not just about athletics—it’s about respecting the achievements and dignity of every female athlete.”
The Protection of Women and Girls in Sports Act amends the Education Amendments of 1972, explicitly stating that athletic competition under Title IX must recognize sex based on reproductive biology and genetics at birth. It comes as policies allowing biological males to compete in women’s divisions jeopardize decades of progress in women’s athletics.

The left’s policies are erasing opportunities for women and forcing them into an unfair playing field. We owe it to our daughters and every young athlete to defend the integrity of women’s sports and preserve the principles of fair competition.”
