Congressman Pat Harrigan Votes to Block California Shipping Mandate

WASHINGTON, D.C.—Today, Congressman Pat Harrigan (NC-10) voted for H.J. Res. 210, a Congressional Review Act resolution overturning an Environmental Protection Agency action allowing California to enforce its own emissions requirements for ocean-going vessels while they are docked at ports. 

“California should not get to write the rules for an industry that moves goods across the entire country,” said Congressman Harrigan. “When one state is allowed to impose its own requirements on ships moving through our ports and supply chains, the consequences do not stop at the California border. Congress has a responsibility to push back when state regulations reach far beyond the state itself and affect how the rest of the country does business.”

 H.J. Res. 210 disapproves the EPA’s decision regarding California’s nonroad engine pollution control standards for ocean-going vessels at berth. Under the Congressional Review Act, the resolution would nullify the EPA action and prevent it from having force or effect. 

Following House passage, H.J. Res. 210 now moves to the Senate for consideration.
