Congressman Pat Harrigan Votes to Block SBA Loans for Illegal Immigrants

WASHINGTON, D.C.—Today, Congressman Pat Harrigan (NC-10) voted to pass H.R. 2966, the American Entrepreneurs First Act of 2025. The legislation ensures that taxpayer-backed SBA loans are reserved for U.S. citizens, lawful permanent residents, and legal immigrants, not individuals who entered the country illegally.

“American taxpayers shouldn’t be footing the bill for illegal immigrants to start businesses,” said Congressman Harrigan. “Small business owners across this country are doing things the right way and still struggling to access capital. The idea that someone here illegally could cut the line and get federal dollars is an insult. This bill restores fairness and defends the integrity of our system.”

The legislation amends existing law to make clear that illegal immigrants are ineligible for any SBA assistance, including disaster loans and economic relief programs. It also requires the SBA to verify legal status before approving funds, closing a loophole that allowed federal support to flow to those in the country unlawfully.

Congressman Harrigan is calling on the Senate to act swiftly and ensure federal small business programs serve those who follow the law.
