WASHINGTON, D.C.—Today, Congressman Pat Harrigan (NC-10) voted to pass H.R. 4, the Rescissions Act of 2025, which delivers $9.4 billion in targeted spending cuts and reflects the first wave of reforms from the Department of Government Efficiency. The bill advances President Trump’s mandate to eliminate waste, fraud, and abuse across the federal government.

“The days of sending American tax dollars to corrupt foreign governments and activist-controlled agencies are coming to an end,” said Congressman Harrigan. “This bill cuts billions from bloated programs that don’t serve the American people. We are done funding the enemies of accountability, and we are done apologizing for putting taxpayers first.”

The Rescissions Act includes 22 separate cuts across the federal budget, eliminating funding from the Corporation for Public Broadcasting, the U.S. Agency for International Development, and a range of international organizations that have long escaped oversight. While it does not include the full slate of recommendations proposed by DOGE, it represents a critical first step in restoring fiscal discipline and shrinking the footprint of Washington.

Congressman Harrigan is calling on the Senate to pass this bill without delay and keep the pressure on for deeper, permanent spending cuts.
