Congressman Pat Harrigan Votes in Favor of the Critical Mineral Dominance Act to Strengthen U.S. Supply Chains

WASHINGTON, D.C.—Today, Congressman Pat Harrigan (NC-10) voted in favor of H.R. 4090, the Critical Mineral Dominance Act, legislation to strengthen domestic critical mineral production and reduce U.S. dependence on foreign adversaries.
“We’ve spent years letting permitting delays and agency obstruction shut down mining projects that are ready to go, while China locks up the supply chains for the minerals our military and manufacturers depend on,” said Congressman Harrigan. “This bill forces Interior to identify projects that can be approved now, clear the regulatory roadblocks, and start rebuilding a domestic supply chain that should never have been outsourced in the first place.”
Hardrock minerals are foundational to U.S. national and economic security, with applications across defense, aerospace, energy, and manufacturing. Today, China controls a majority of global critical mineral production and nearly all processing capacity, leaving the United States heavily import-reliant. The Critical Mineral Dominance Act codifies key provisions of President Trump’s Executive Orders by directing the Department of the Interior to streamline domestic mining on federal lands, expand geological mapping, identify priority projects, and remove regulatory barriers that inhibit production.
The legislation now moves to the Senate, where Congressman Harrigan is urging continued action to secure America’s critical mineral supply chains.
