Congressman Pat Harrigan Votes to Strengthen Sanctions Against Russia and Iran

WASHINGTON, D.C.—Today, Congressman Pat Harrigan (NC-10) voted for the Senate Amendment to H.R. 5334, the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, legislation imposing sweeping economic pressure on Russia and those helping finance, supply, and sustain its war machine.

“America’s adversaries pay attention to what we are willing to tolerate, and there has to be a real cost for threatening our interests and fueling aggression,” said Congressman Harrigan. “Russia has used its energy exports, financial system, and networks around the world to sustain its war machine and evade pressure from the West. This legislation goes after those lifelines directly, including the countries and companies helping keep them open. Peace through strength means making clear that aggression comes with consequences.”

The legislation targets senior Russian officials, state-controlled entities and financial institutions, defense suppliers, energy interests, and vessels used to evade sanctions. It restricts U.S. investment in Russia, prohibits certain financial transactions and energy exports, blocks purchases of Russian sovereign debt, and strengthens restrictions on Russian uranium. The bill also authorizes tariffs of up to 500 percent on Russian goods and duties of up to 100 percent on goods from certain countries that continue purchasing Russian oil or natural gas or facilitate Russian sanctions evasion.

The bill also extends the Iran Sanctions Act through 2031, maintaining a key tool for applying economic pressure on the Iranian regime.
